I've heard! I bumped into Jaune, and Lie Ren, and even Sun! I haven't run into Ruby yet, but I know I will before too long - I've just been exploring as much of this place as I can. It's a little easy to get lost in, isn't it? [More like very easy...]
I guess in the meantime I'll have you to talk to! ... I mean, if you're not busy. I totally understand if you are!
[She definitely isn't picking up on anything, being a bit too caught up in her thoughts and talking. So much happened at once there, and she's still a bit talkative when it comes to having opportunities to be social!]
They seem to randomly appear twice a month around this time and around the 25th-ish? Not that they're always dangerous but things happen here a lot.

You're absolutely going to see Ruby sooner or later now, that you're here. I don't know where she is at the moment but exploring this city sounds fun and good. It really is easy to do that...
Umm... I mean, you don't have to talk to me, you could go find someone else if this feels like having to talk to me??? [Having to do something sounds bad even if Penny doesn't mean it like that but uh.] I'm not busy at all, don't mind company at all either if you want to go exploring together or something? Or if you have any ideas what you'd want to see here, maybe I can tell if I know where that is?
[Whatever she wants to do, really. She can be quiet company but she'll like hearing her being so talkative again.]
